I had a lot of clients like that when I was a rehab counselor. As part of

the rehab system in California people are entitled to job development and

search services and part of my job was job development. I had one client

come right out and say to me that the only reason he was going through the

program was it was something different to do while reruns were on television.

He had no intention of working -- he just wanted something to do. And to

qualify for unemployment you have to show that you looked for a job -- even

though some people have no intention of finding one till they have to.
