The minutes of treatment are derived from PPS (some include the eval minutes for statistics and some do not - but caution to not let therapist take too long of this unbillable time). The minutes of Part B can be counted as assigning a value to each CPT code that would relate back to the charge amount or simply work in 15 min implements) Most rehab companies want 75% effic. When PPS started, some were pushing for 100+% but that is not realistic for smaller departments. Remember that these listserves are very public. If someone suggested to me that facilities or therapists are striving for " 100+% " productivity, that would imply to me that they are billing for more time than they are actually present. As an OIG investigator, I would find this to very enlightening information. We should all be aware at this point of the existence of the " Six State Review of Outpatient Rehabilitation Facilities " (A-04-99-01193). The message that we should take form this is " They " are looking. We should also be aware of Transmittal AB-00-14, which deals with " Questions and Answers Regarding the Prospective Payment System (PPS) for Outpatient Rehabilitation Services and Physical Medicine Current Procedural Terminology (CPT) Coding Guidance " . In this document is stated the following: " Q8. What resources are available for providers who have specific questions about coding? " " A. Specific coding questions should be addressed to the AMA or to a therapy association " . The message here is: if you are speaking to each other, to find out how others are coding, you are not reaching the appropriate source. The unfortunate reality is, if we undertake to be reimbursed by the Medicare program without fully understanding it's regulations and policies, we are playing a dangerous game. Listen to what the government is telling you and reach out to your " therapy association " .
