I use Lingo and find it reliable.

 

Digital fax via VOIP is often a problem -- at least for large multi-page faxes.

And apparently for you, it didn't work at all.

VOIP (Mid Hudson Cable) for me in rural NY was not working and even once we got it working for calls it never worked right for Faxes.  Went back to Verizon.  I wasted time, energy and money trying it.
