Usually they are spider (bits of code, not a real person) which is why we have folks say why they want to join even though this is an open list – usually the code does not know what to do when asked even a simple question. I believe otherwise it could happen that all emails from ACT_for_the_Public will be labeled as spam in the future. I could be wrong...
