Connie, Mobility restrictions do indeed result in physical disability, but they are far from the only basis for a disability finding, even under fairly restrictive laws such as the Social Security Act. . Physical side effects from medication (for example, being nauseated), visual loss, hearing loss, chronic fatigue, chronic pain, etc etc can all be disabling even though they may not affect one's mobility. I think you're correct that the issue in the original question had to do with physical disabilities that might overlap with claimed injuries from this person's auto accident, but those overlaps could involve a wide range of possibilties from other, pre-existing conditions (e.g. a condition that was already causing pain - for example, HIV related neuropathy). I agree with JB's advice - one should resolve important legal questions with one's lawyer. Those discussions should remain confidential so disclosure
