I look for the 60 Hz signal to be at significantly lower amplitudes than the largest frequencies in the EEG and I would look at the waveform in the oscilloscope to see the effect it was having. If you are seeing, even with good prepping and electrode placement, that they remain strong, and you are using a grounded plug for your desktop computer--or trying your laptop without the power adaptor--then insert the notch filter into your designs.
