Beet Kvass Problems, HELP!!

Hi. I've been trying to make beet kvass for a couple of days now and

I am having problems with getting it to ferment. I add salt, water,

cut beets, even whey and instead of taking 2-3 days it will take up

to a week or not at all. Has anyone had problems with beet kvass

like this? I'd love to hear some advice.
