It is the bureaucratic mindset. To actually work efficiently and solve problems might mean less work in the future and thus getting fired.

many schools policy is too only aid when a child falls behind and then there is not much motivation to catch up. Paychecks all around and such. It is a catch 22. People want to be employed and if they do their job the reward is unemployment, but in this case the price of failure is dependant children that become dependant adults.
