Does Food Grade Hydrogen Peroxide Bubble?

I just purchased my first bottle of 35% food grade hydrogen peroxide. I put one

ounce in 11 oz of water which I read on the instructions brings me to a 3%

solution. I expected it to bubble when put on something like the typical

peroxide, but it didn't. Can someone let me know if I got a bad batch, mixed at

the wrong proportions, or food grade has different properties.
