Maybe use game pieces, or whatever, that engage the child, and make a game out of it, then work on generalizing the skill? Just my 2 cents... What does the student struggle with or has mastered?: Can the student match quantity to numeral? Can the stuent find a number on the number line? Does the student understand a concept of " zero " or " none " ? Can the student discriminate a concept of more or less when the quantity is obviously vs closely more or less than??; i.e., 100 is obviously more than 1, vs. 5 is more than 3, and vice-versa. Can the student visually discriminate quantities? Does the student know which numeral is greater? Is a possible difficulty the direction of the sign > or < (lots of kids struggle with that). How fluent are the " mastered " skills? All those are potential factors and difficulties. Identifying and identifying the particular sticking place might give some direction on prerequistie steps might have some pertinence to approach.
