The above regulation change should broadly effect everything from juv. justice

treatments to adult addiction treatment. It would eliminate services in prisons

from being paid. Thereapeutic foster care will be hit hard, as will other

programs. It would eliminate habilitative treatments- thus relapse prevention

would be ended because the addict did not previously have the skills. BHRS

would probably be sliced in half as will most services to autistic children. To
