Halogen Lamps

Today I received reports of a "burning charcoal" odor from building occupants of an office suite. Shortly after the initial odor reports, the building occupants started leaving the office due to irritation of the eyes, nose and throat. The building operator later found a halogen desk lamp that was the obvious source of the odor. After he removed the lamp and left the building, he began to experience the same symptoms. Are there any known exposure hazards associated with faulty or broken Halogen lamps?
