Hi Judy:

Private practice LCs could get reimbursement directly from insurance companies before the implementation of the new HIPAA regulations, in May of 2003. I was told by someone at Blue Cross/Blue Shield that there was no longer a billing code for private practice LCs, which was the reason we were all booted out of network in Pennsylvania.

I don't know of any state that licenses lactation consultants; I think it is a good idea. We have at least as much impact on public health as cosmetologists!

I know this is not quite what you are asking, but I have had many moms who were able to get reimbursed for LC visits through their Medical Flexible Spending Accounts and I am seeing a few more moms who are able to get reimbursed from their insurance companies for LC visits, although this is still rare. I actually had a mom call me this week who's insurance pays for 3 LC visits!Mellanie Sheppard, IBCLCArlington, TX

Do they stipulate that the provider is an IBCLC?

I'm not completely "up" on this BUT a couple of years ago as IBCLC's we became able to add RLC (registered lactation consultant) to our credential. As I understand it this was because in Louisiana it was determined that an RLC would allow insurance reimbursement in some cases. I don't live in LA -- I live in TX and this legislative session there was a bill introduced for licensing of LCs so we could (1) seek more consistent reimbursement through insurance companies and (2) be regulated statewide to ensure quality of services. I'm not sure where it is in it's journey through the house and senate right now. But I can check at some point today. Barbara -Clay may be able to converse more cogently on this legislation.
