Carl, remember, this floor sandwich is probably a 'trap' for mold - ie., no air movement from the moldy layers to the occupied space. (my basic premise for hazards: where's the route of exposure? if none, then no risk because the hazard is controlled. Your work is complete.)

Sampling could show you this is true or not, but it may get expensive.

No one wants to rip up the floor eh?
