Yes, as you say, I think that the meaning should be " looking at *everything* " and that, perhaps, this term is a sort of internal abbreviation (this is why they felt the need to specify what they meant). I have never found this term in English, nor it is found with a PubMed search (<http://www.ncbi.nlm.nih.gov/entrez/query.fcgi>) on more than 12 million article abstracts.
