I think this is just bull. If they think they can restrain children without talking to the parents about it first, I think it is ludicrous. Now I'm not talking about regular seat belts, and I can see the need for a BIP if a child is taking off the seat belt and running around while the bus is moving, but parents should be involved.

Has anyone contacted the Civil Rights office on this issue?
