Dear Workforce3 One Community:

Welcome to the October 2010 edition of Workforce3 One's news and information update.

This month, we are pleased to highlight a webinar series on case management that was developed by the land Institute for Workforce Excellence together with ETA's Philadelphia Regional Office. This month's newsletter also features a number of new resources including a guidebook for youth practioners on allied health occupations and another resource focusing on post-secondary career goals and performance. Lastly, we have an important "Save the Date" announcement for an ReEmployment Summit to share with you.

Webinar Series on Case Management

A webinar-based, sequenced training program has been created for state and local case management staff within the workforce investment system with the tools, resources and strategies to respond to the needs of a highly diverse customer base seeking reemployment services in tough economic times. The webinars are the result of a technical assistance initiative of the Philadelphia Regional Office of the U.S. Department of Labor, developed by the land Institute for Workforce Excellence.

These training webinars were grounded in promising practices and approaches in the field today, and specifically designed for One-Stop Career Center staff and partner organization staff as they work collaboratively to meet the needs of their job seeker customers.

All relevant materials -- including handouts and transcripts -- are now available on Workforce3 One. The webinars include:

Stress Management for Case Managers

Documenting Customer Progress through Case Notes

ETA Releases Allied Health Access Guidebook for Youth

The Employment and Training Administration has released a new guidebook that is intended to provide youth program planners and service providers with practical information about allied health occupations in order to create or expand programs and services leading to allied health opportunities for youth and young adults.

The Allied Health Access Guidebook has five sections. These include:

What is Allied Health?--Description of the industry as well as the current and projected demand

Allied Health Occupations--Basic labor market information on specific occupations and various career pathways

Developing Programs for Youth in Allied Health Careers--Practical steps to creating a program in local areas

Case Studies--Examples of programs developed around the country with valuable lessons learned

Appendix--Additional resources to assist in program development

In addition, a simple checklist is provided on the first page of the appendix that may prove useful to youth service providers and planners as they begin to think about what is needed to start an allied health program in their community.

Training and Employment Notice No. 10-10 provides more information and access to the guidebook.

Community of Practice Corner

Apprenticeship Action Clinics Convene in BostonThe Office of Apprenticeship joined their colleagues in Boston for the fourth in a series of Action Clinics focused on increasing the use of Registered Apprenticeship in Regional and State workforce and education strategies to create increased employment opportunities for U.S. workers. The clinics, Collaborate for Success: Partnering with Registered Apprenticeship were held, September 28-30, and attended by State teams from throughout the Boston Region, including: Vermont, Maine,

Massachusetts, the Virgin Islands, Rhode Island, New York. The Philadelphia region also sent a team from West Virginia.

Advisory Committee on Apprenticeship AnnouncedSecretary of Labor Hilda L. Solis announced the appointment of the new members of the Advisory Committee on Apprenticeship (ACA). The members of this committee will provide recommendations to the Secretary and the Office of Apprenticeship on a wide variety of issues, and offer advice on developing strategies that use the Registered Apprenticeship model to help fulfill Secretary Solis’s commitment to ensuring ‘good jobs for everyone’.

Career Videos Challenge Deadline Fast Approaching

Just a final reminder that the deadline for the Phase I submission of "Career Videos for America's Job Seekers Challenge" is November 1, 2010.

The Career Videos Challenge is an online crowdsourcing challenge which invites members of the public to produce short videos focusing on the daily activities, necessary Knowledge, Skills, and Abilities (KSAs), and career pathways of one of 15 identified high-wage and in-demand occupations. Long-term Care, Supports, and Services Industry Competency Model: Over the past several months, the Employment and Training Administration has worked with subject-matter and technical experts to develop a competency model of the core knowledge, skills, and abilities required of workers who provide long-term care, support, and services to those in need of assistance to live independent lives. The model is comprehensive in its definition of long-term care encompassing not just health services but also human, community, and social services. By depicting the commonalities of skill requirements across the industry the model forms a foundation for the more specific requirements of industry sectors such as eldercare in a home environment or an assisted living facility.

Setting Statewide College and Career Ready Goals: The National Governors Association's (NGA) Center for Best Practices has released a report, Setting Statewide College and Career Ready Goals, which provides direction for state leaders to work together with school districts, state education agency officials, nonprofits and business representatives to establish college- and career-ready performance goals.

ACT Report on Student's Test Scores Shows Progress: A report on U.S. students' ACT test scores finds that high school graduates have made progress in becoming ready for college and careers. Twenty-four percent of ACT-tested students met or surpassed 2010 ACT College Readiness Benchmarks in all four subject areas (English, reading, mathematics and science), an increase of three percent over students' performance in 2005.

Charting the Course - Supporting the Career Development of Youth with Learning Disabilities: The National Collaborative on Workforce and Disability for Youth (NCWD/Youth), has developed a guide, Charting the Course: Supporting the Career Development of Youth with Learning Disabilities, that is intended to help practitioners, administrators, and policymakers in secondary and postsecondary education programs, transition programs, One-Stop Career Centers, youth employment programs, and community rehabilitation programs to improve services and outcomes for youth, ages 14 to 25, with diagnosed and undiagnosed learning disabilities. The guide includes numerous quick reference charts, tables, and tools for counselors, career advisors, and other professionals who work directly with youth.

Entrepreneurial Assessment Report: U.S. entrepreneurial activity fell significantly from 10.6% in 2005 to 6.9% in 2009, according to the "Global Entrepreneurship Monitor (GEM) 2009 National Entrepreneurial Assessment for the United States of America," conducted by Babson College and Baruch College.
