Yes, unfortunately, Texas school districts are full of liars. All should be keeping educational notebooks, including ALL school work in chronological order, and tracking IEP progress at home. I think lying about IEP progress is standard in this state. I think they create the IEP and then just do whatever and write down some arbitrary grade and then wait to see if parents notice.

Our children are losing very valuable educational time!
