Yoda gave great advice.  You need to study up at slaw.com.  Keep amassing the paper trail.To say that they don't have.... and can't do... is proof that they cannot provide an appropriate education.  According to law, they have to do these things if it is what is necessary to provide FAPE.

I strongly suggest ABA, and of course I urge you do do biomedical intervention as well, beginning with cleaning up her diet.  It seems daunting at first, and then it becomes a way of life.Let me know how things go.  I know this is a rough place to be in.  If they do have a BCBA come in, make sure it is one with clinical experience and not just book learning.
