You might want to put in a call to the office of civil rights. A district cannot say they don't have the resources. They are bound by federal law to appropriately meet your child's unique needs. A friend of mine called the office of civil rights and filed a complaint with them on behalf of her son and she said it got better results than filing a complaint with TEA.
