I called the police on my bass-thumping neighbors and got great results. If your town has a noise ordinance, you should be able to get the police to respond. Sometimes it takes a few calls until you get the right person--someone who hates bass too, if you're really lucky. I hope you can get someone to take care of this problem--it really is awful having neighbors like that. Good luck.
