New Report on Special Education Released

The Fordham Foundation and the Progressive Policy Institute

have jointly published a new volume of 14 papers examining

federal education policy. The papers entitled, " Rethinking

Special Education for a New Century " , identify problems in

special education, analyze the sources of the problems,

and suggest some solutions.

CEC Seeks Your Comments on Teacher

Preparation Standards

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

The Council for Exceptional Children, (CEC) has completed

development of performance-based standards for the preparation

and licensure of special educators in preparation for approval

by the National Council for the Accreditation of Teacher

Education (NCATE). The performance-based standards are

built on CEC's current set of validated knowledge and

skill standards. They have been edited to eliminate redundancy

and to increase the precision of the language. The knowledge

and skill standards are reorganized into ten content area

standards that correlate closely to the Interstate New

Teacher and Assessment Consortium (INTASC) principles.

This not only addresses NCATE's requirement that programs

standards are aligned with INATASC, it also provides a

model for states collaborating with INTASC. The ten content

area standards were written to reflect the knowledge and

skills addressed in each area. In the performance-based

approach, CEC will review preparation programs for

accreditation at the standard level, using the appropriate

knowledge and skills to inform the standards.

Partners Make A Great IDEA...Please Join Us!

June 20-23, in Washington D.C., the IDEA Partnerships

are coming together for " The National Summit on Shared

Implementation of Individuals with Disabilities Education

Act " . Throughout the year, each partnership addresses the

IDEA information needs of a particular audience:

policymakers, administrators, service providers, families

and advocates. Once a year, the four IDEA Partnerships

engage all the partners in pursuing issues of common

interest. Since their founding, the IDEA Partnerships

have clearly recognized the important role the partners

play in successfully implementing the law while improving

results for all students. This national summit: " Partners

Make a Great IDEA " , is a key strategy in bringing the

full range of stakeholders into the discussion and

building a commitment to move forward together.

There are two types of participation in the Summit:

First, groups that are member organizations in the IDEA

Partnerships will commission delegates to represent

their organizational perspectives in the Summit discussions.

Special Delegate Sessions will build on work already

underway. Beyond the Delegates, all interested individuals

can choose to participate through individual or team registration.

This participation is vital to the success of the Summit.

Participants from the field will interact with Office of

Special Education officials, policymakers, educators,

family leaders, advocates and representatives of other

key groups in pursuing the challenge of shared implementation!

Please consider joining us for this important national

discussion. Participation by a broad range of individuals

holding various job titles and playing various roles in

implementing IDEA, will enable a reality based discussion

throughout the Summit.
