As long as the milk is *still in the breast* it has the same alcohol level as the mother's blood. This is not due to being a living tissue, but instead due to how alcohol crosses into the milk. Other substances do not have a 1.0 milk:plasma ratio, but alcohol does. Once the milk is pumped, the alcohol level remains the same over time as when it was originally pumped, because the alcohol cannot filter back to the blood stream to get filtered out by the mother's kidneys.
