Dee, from what I understand, samples are not required to be labeled as a regular product. I have seen many samples without any ingredient listing. Pat. Peace, Joy, Serenity House of Scents tm. Never had a customer ask, but I could just give them the little box if they were interested. Maybe that's how AVON get's around the packaging laws? The reps have access to the ingredient list and can then pass that along to the customers who ask. Christy

Guest guest
Dee, Actually the FDA has a small package exemption that allows the manufacturer to post the ingredient listing on a 'tear-off' pad instead of the primary package. Where or not the Avon representative had the information available as required is another story. Young KY Labs Innovators of Fine Personal Care Products www.kylabs.com Question on labeling Hi all. >From what I have read on list, in archives and on the FDA site (unless I missed it) all cosmetics samples should have labeling as full sized cosmetics sold. Yet I picked up an AVON sample and there is no ingredient listing. Any I missing something? Is there an exception to that rule? There is both Canadian and US addresses on the sample. Guest guest
Pat, Note my answer to Dee regarding this. The FDA has a small package exemption that allows manufacturers to provide the ingredient listing on a separate 'tear-off' sheet or pad. Guest guest
Maurice, I think that the correct name for the FPLA is Fair Packaging and Labeling Act ;-) Young KY Labs Innovators of Fine Personal Care Products www.kylabs.com Re: Question on labeling Hi Dee, If the samples are in fact free or ditributed as gifts, then those items are not subject to the Free Packaging and Labeling Act (FPLA) because they are not sold at retail. Sigh. Good point about those tear off tabs. Guess I should call the FDA to ask about it. Thanks for that thought .
