Avena seemed to be the only thing that behaved predictably to calm in both cases. Could you get your brother-in-law to do some trials with a few simples to see what the effects are? I'd try Avena, Rosmarinus, Verbena, maybe Stachys first. I'd think of giving an Artemisia a trial too, or maybe some liver herbs, especially Arctium. Kava would be nice too, of course. You would then have the freedom to suggest a blend once you have evidence from how he reacts to them individually. Personally, my first rule for dosing is that the more difficult and complex the problem, the lower the dose. Not sure how he would fit in with that, and there might be something to be said for giving him a substantial pharmacological thump! Could it be a connection of stress- excess of adrenalin causing low sugar level in the blood?(According with Bartram when adrenalin is discharged too frequently into the bloodstream the convertion of glycogen to glucose is impaired). Sense of panic is one of the symptoms of Hypoglycaemia. Does he has low blood pressure? or high blood pressure? I had succes with patients with panic attack. One with low blood pressure had this key herbs:licorice, motherwort & carduus in the mix. The other with high blood pressure had motherwort, vib.op & dandelion root in the mix.
