purple eye circles: allergies and sinus issues

my son suffers from ongoing sinus infections that leave purple/black eye circles. We live in the southeast and the constant barrage of ragweed, tree, grass pollens, mold spores, create a situation where he has suffered with regular sinus (turning into ear infections/sinus migranes). My son is a teen, and he has struggled with these issues since the age of 2. he is always on zyrtec, flonase and astellin (sprays of ea 2x daily) but he always has the purple/black eye rings. have any of you been sucessful at clearing the eye circles? thanks for reading my post __________________________________________________
