Withdrawal of MC app to avoid penalty

Good-morning,

We have a post txplt pt that does not want part B yet and

now after speaking with a Soc Sec rep wants to withdraw his MC application all

together until the COB period ends. He was told that if he withdraws his

his app now and applies again when COB period ends there would

be no

penalties.

Is this true?
