Quoting from the CTFA's International Cosmetic Ingredient Dictionary 9th

Edition:

These colors are approved in the European Union (EU) and include synthetic

organic colors, inorganic pigments, and a few colorants derived from plant

materials. A listing of

colorants approved in the EU may be found in Annex IV of the Cosmetics Directive

76/768/EEC, as amended.

While many of these colorants are chemically similar to those allowed for

cosmetic use in the U.S., the nomenclature required for identification and

labeling is, with few

exceptions, different.
