The first step is to go down to the PD and file the complaint against the

officer.  All departments have regs for officers to follow that include handling

situations with the public in a specific manner that accounts for the disabled. 

This officer did not do that and it is beyond their scope of duties as defigned

in the department regs.  The chief will then have to formally discipline the

officer.

If you do not get satisfaction from the department then you can file against the

officer with the US DOJ.
