It implies that you are indeed bluffing and hoping the other side will back down from something you don't really want to do. On the other, Obama probably does want a war that will cause gas prices to shoot up. He's said before that he wants energy prices to skyrocket. I'm sure that he's looking at FDR and all the power FDR grabbed during WWII. I'm sure he's thinking that under such crisis conditions, he'll be able to create a command economy and seize vast amounts of power. So what if the majority of the people end up impoverished and crime explodes around the country? So what if a vast and costly police/welfare state is put in place? They'll have all the power and wealth they could ever dream of. That is until the whole mess came tumbling down just like the Soviet Union and countless others before it.
