1.18 million violent crimes in US public schools

They say American public schools are safe with the metal detectors, police in the halls, anti-bullying crusades, peace pledges, etc. The reality is that 1.18 million violent crimes occurred in public schools in 2009-2010. However, only about 1 in 3 was reported to the police. The thugs know that their records will be sealed at age 18 and not held against for the rest of their lives. Now they know that violence in school won't likely be reported or punished. If they can get away with this in the supposed "safe zone" of the school, what about in the real world? What about the victims and witness? What must they think when all the high sounding words turn out to be lies? that the cold truth is there is NO protection from the thugs in school what of the real world?
