The ruling is in line with a report from the Rwandan government that also found extremist Hutus to blame. After the April 1994 crash that killed then-President Juvenal Habyarimana, militants from the Hutu ethnic majority quickly set up roadblocks across the capital. More than 500,000 Tutsis and moderate Hutus were massacred in 100 days of frenzied killing. Habyarimana was Hutu Lawyer Bernard Maingain, whose clients are close to President Kagame and were under investigation, described the judge's findings Tuesday.
