No, he hasn't quit. He's planning to set up more czars, which are essentially unelected, un-Congressionally approved new federal bureaucracies with great power that are set up to do the jobs existing agencies are tasked with doing. I think he's looking to set up at least 3 new ones in the coming months. Bear in mind that he has also told certain constituencies that he is looking for ways to work around Congress to get his agenda done, at least until "reasonable" people like Pelosi take power again.

He's also got his problems from GunRunner, Gun, Solyndra, etc. That solar plant should be a lot bigger than it is. Before it was even begun, it was known, including by people working on the project, that the Chinese had come up with a better method for making solar panels that they would not have been able to compete against anyway. So, it was a project that shouldn't have been started in the first place. Now if that money had been put into research to one up the Chinese and THEN let investors set up the plant, that would be something else.
