What we did was take out sets 1,11,21 and 2,12,22 etc and put it in front of him - one set at a time. We stared with receptive " touch 1, touch 21, touch 11 " etc. Then we linked receptive to expressive - what number? He was soon able to distinguish between them. Hope it helps. She can not discriminate between 3 and 13, 4 and 14, 5 and 15.....I tried to color the two digit numbers differently, added dots in the corner hopping that she will notice that 4 has less dots then 14.
