Having worked in a physician's office previously, I can tell you that unless

they are providers of Medicaid, they will not accept Medicaid patients.

Medicaid claims have to be filed electronically and if they are not set up for

it, and have a provider number, they cannot do that. So perhaps it is just

office policy that they accept no Medicaid patients regardless if it is primary

or secondary insurance.
