I was listening to the audio of IAQ Radio. Cliff and Joe had a gentleman from WHO in Bonn, Germany as a guest. They asked about the percentage of buildings that have problems. The gentleman said that worldwide, they estimate around 18%. It ranges from 5% to 40% in different countries. So I guess that number comes from WHO.
