For years, big slabs of concrete have been falling off the ceilings and stirring up clouds of asbestos. In any case, even if they aren't, there is a very real probem when the lawsuit is against the government in that juries are very reluctant to award money awards against the government, even when its obvious that they are guilty as hell!
