An OB/GYN who is in a group with at least two other docs will not be on call at all times. I have no specific recommendations. My current GYN delivers babies and is in a group with just one other doc, but I have never had a problem scheduling.

If you would like to look up info on board actions for a particular doc, visit the TMB site. Click on the doc's name to see any actions against him. I would not necessarily exclude a doc because of board actions, but would want to see the documents for myself. A number of Board actions involve the persecution of good alternative docs.
