Low growth and high TSH would suggest that he may be hypothyroid.

Does he have any nodules in his thyroid gland? If so, that would be ammunition for treatment.

Most docs will want to wait and retest, but I would push for treatment. His thyroid hormone is probably on its way down. Knock on doors until you find a doc willing to treat. I don't know anyone locally to recommend.
