The Centers for Medicare and Medicaid Services (CMS) Final Rules for Transplant Centers will officially go into effect on June 28, 2007. The new Medicare Hospital Conditions of Participation (CoPs) for Transplant Centers apply to all hospitals with heart, heart-lung, intestine, kidney, liver, lung and pancreas programs in the US. Every one of the more than 500 currently Medicare certified transplant programs, including kidney transplant centers, will be required to submit a request for initial approval after the new rule goes into effect on June 28. Once approved by Medicare, transplant centers will be required to get re-approved every three years. CMS announced that transplant centers with current Medicare approval that apply for initial approval within 180 days of the June 28 effective date, may continue to provide transplant services and receive payment from Medicare until the agency makes a decision on the transplant center’s request for approval. In addition to the CMS rules, the Joint Commission has published new certification requirements for transplant centers to meet and the United Network for Organ Sharing (UNOS) Organ Procurement and Transplantation Network (OPTN) is rapidly expanding and changing its policies to qualify for membership in the network. The first audioconference on Wednesday, July 11 will consist of a comprehensive review of the CMS CoPs, the proposed Joint Commission Standards for Transplant Programs, and the OPTN policies. The second audioconference on Wednesday, July 25 will consist of a thorough review of the CMS general requirements for transplant centers, data submission, clinical experience and outcome requirements. The panel will focus specifically on the CMS CoPs relative to new program applications, program re-approval process, specifics related to pediatric programs and other special considerations. Please note: For the first time Continuing Education Points will be awarded for participating in one or both of the audioconferences. As an approved provider for Continuing Education Points for Transplant Certification (CEPTCs), NATCO will award 1.0 Category I CEPTC for participation in each audioconference attended. NATCO has also applied to the American Association of Nurse Practitioners for 1.0 contact hour of nurse practitioner credit for each audioconference attended.
