I used to place a diaper warmer (low temp heating pad) under my brew vessel and got pretty good results. Can I use a heating pad set to low? What do most people do? WOW, DC, that's a nice temperature for brewing (20 -22C)! My kitchen temps ATM range between 15C and 18C on average (59 - 65F). With your temperatures I wouldn't. You could brew with higher temperatures, but it would encourage the yeast side of your brew over the bacteria side (better in cooler temps), which means not such good tasting brews.
