EOs have therapeutical qualities, FOs don't ( well, maybe, if you take just the scent of something as a nice, stimulating thing). If you make soap, add the fragrances (EO or FO) at the very last moment, just before you pour your soap in the mold. Don't forget to stir well! I use an amount of 3 - 5 % of the total oil weigh, depending on the EO (I only use EOs). And it also seems that Americans love stronger scents than Europeans do, so play around with this!
