My understanding is that there is not an official policy on student to teacher

ratio. If it is written in the IEP that instruction will be delivered on a 1 to

1 ratio, then they have to provide it. If they will not write this in his IEP

then it is best not to sign agree and they will have to convene within a certain

amount of time (10 days?) You have had problems consistently and you need a

lawyer, in my opinion. Is there an Advocacy Inc in your area, or do you know of

any Special Ed attorneys? Hiring a lawyer may be the only thing that will

motivate them to meet Zack's needs.
