Labor HHS Education Bill Completed, Next Steps Uncertain Last week, Congress

completed its work on the Labor HHS Education bill, which provides $606 billion

(total spending—discretionary and mandatory) in Fiscal Year 2008 for the

Departments of Labor, Health and Human Services, and Education, as well as for

some independent agencies such as the Social Security Administration. As

previously reported, the Democratic leadership decided to combine the Labor-H

bill with the Military Construction-VA bill into a mini-bus measure in an

attempt to ward off a potential veto. The combined measure passed the House,

SCHIP Stalemate Continues Members of the House and Senate continued to meet

last week to try to resolve their policy differences. Although a strong

commitment to reauthorize the program remains in both parties, there seems to be

a wide schism regarding the finer details. Lead negotiators from both chambers

spent numerous hours trying to hammer out their policy differences in order to

win the backing of House Republicans, while maintaining Democratic support,

Head Start Reauthorization Set to Gain Congressional Approval Conference

committee members unanimously approved the reauthorization of Head Start last

week, preparing to send the legislation to the President by the end of this

week. The measure would increase authorized funds to $7.9 billion by 2010, and

increase FY 2008 funding by more than $450 million to $7.35 billion. [...more]

Farm Bill Stalls in the Senate In the Senate, consideration of the Farm Bill

has come to a halt for procedural reasons. In the Senate, after months of

working through policy differences, the Farm Bill was voted out of committee and

made it to the Senate floor. A disagreement about the types of amendments to

allow to the bill has contributed to the break in the bill’s consideration.
