The costs for a STATE INSPECTOR to travel around and take samples can quickly become overwhelming for a small operation. While many areas have done this at the beginning at a reasonable rate in order to not have a outcry it never lasts for long. It also opens one up to forced animal registrations, manditory vaccination and a host of other additions that come along later.It is much like the State legalizing cow shares ploy. By default people are setting a legal precedent saying the private ownership of animals for personal food production is illegal. I expect you are unaware that the state of Idaho assesses the testing to the producers on the basis of pounds of milk produced. As a small producer I estimated my cost at $2.70 a year. The big dairies are definitely subsidizing the little ones. I think it is good for the public and good for the producer to meet cleanliness standards. The head of the dairy division also explained to the goat group that state inspection is significant in protecting the producer legally.
