Can't find answer in posts or files. Dispersing bath oil

When I make a bath oil w/jojoba and EO's, pour it in my tub, it just hangs

around on top of the water. I don't have a problem with this and some people

do. I'm making some for gifts and would like to know what I can add to the

mixture to make it " emulsify " ? into the water.

Any info would be more than I know and MUCH appreciated! ; (

There is a castor oil that is called 'Turkey Red " that is supposed to mix with

water.
