Yes Rose Otto will crystallize at that high of a temperature. Put a small portion of that waxy like crystal substance on your arm you will see is melt immediately. You will also smell like Roses the rest of the day. I have personal stock of Rose Otto dating back to 2003; if anything it has improved with age.
