Yes, I worked on the work group with Rep. Parrish which helped put this together….”Zoom Care” was a big player…..it may likely be a “backup plan” if in fact Oregon’s coming universal health care system with its insurance exchange as well as the law we just got our non-discrimination language (SB-1580) if it becomes an onerous failed system that we as a profession end up not wanting to have any part of….. a “Plan B/backdoor out” if you will. The OCA understood that Oregon’s universal health care system was going to be a reality as passed in 2009 regardless of what our individual philosophical belief systems might be regarding government run healthcare. So your only State Association….the Oregon Chiropractic Association jumped into the fray with both feet elbowing it’s way to a seat at the policy makers table why? To make sure we helped drive policy and drive it in the best possible direction that would have the best possibility of benefiting our chiropractic colleagues and patients. You have heard me say this prior I’m sure but the political reality is rather simple, Either you get yourself at that policy making table helping to create policy or you will most assuredly be on the menu! The OCA was smack tab at the table writing and writing menu items not the reverse and only time will tell if we will be able to keep those menu items down and not require an “air sick bag!” Point being your State Association was there for you, again. Here is a copy of the SB 86 Medical Retainer Law which " exempts medical practices that offer services for a set fee from the Insurance Code but requires them to register with the department and provide certain disclosures to patients. " I found it on the Oregon Insurance Division website. Can we verify that a chiropractic clinic would fall under this bill?

One issue the OBCE addressed was prepaid plans ie 1 year of unlimited care for

$2000. They, I believe, felt it was an insurance type plan and the deal was

fraught with problems, for instance ,if the patient wanted their money back. I

believe the OBCE said it was not to be done here in Oregon.
