Dr. Seitz and colleagues, As you know the Oregon Chiropractic Association was closely engaged and involved with the development of this new Medicaid and Medicare delivery system Governor Kitzhaber’s “Health Care Transformation” with its new “Coordinated Care Organizations” (CCOs) and we are watching this development closely as per the out of state health care companies applying for and producing their own CCOs not the least of which is United Healthcare. This is where Administrative Rule Making for CCOs will be extremely important and within that context further defining the particulars of the law we just passed as in what will constitute “network adequacy” what will constitute an adequate number of chiropractic physicians within the CCO? After working for two and a half years on the Health System Transformation law the OCA is simply not going to allow the likes of United Healthcare to have a “token” number of DCs within their CCO nor any other CCO here in Oregon. The other issue is reimbursement the OCA will make sure the Admin Rules clearly state that reimbursement cannot be based on licensure or discipline but ONLY based on the quality and performance of that provider as indicated in the non-discrimination language the OCA pushed through on Senate Bill 1580 and 1509….the Oregon Chiropractic Association that dear colleagues would be your only State Association that is looking out for you, working hard for you and your bottom lines, are you a member? I want to second Vern's message to join our state association. By giving support you assist the longevity and growth of our profession.

If you are thinking that, "I don't care if I get auto patients. I am mostly a cash practice. I do more investigational type chiropractic." And you're thinking that this reasoning exempts you from participating in the state association, I'd like to point out that many scope issues are contingent on the OCA representing you.

In case you didn't realize, there are things as vital as the ability to diagnose and treat non-NMS conditions that are threatened at times. During the last 4-5 yrs, the use of physical therapy equiptment and the ability to advertise it was threatened. For those docs who like to use any therapy machines, or diagnose, treat and bill for somato visceral, allergy, and non NMS care, you are currently able to do this under your DC license because of a few docs who fought for this when it was threatened, and the OCA who hired a lobbyist, Vern Sabo; as well as those of us willing to give up time to appear before senators, representatives and the state board public sessions to testify for the profession.

Please help us support this great profession. If you know of fellow DCs who are not members, ask them to reconsider and join our state association. I'm sending this note to the state association email as well as this listserv, in the hopes that everyone reading it will ask a non-member to join.
