Guest guest
I looked up the FDA regulation that Kim pointed me to in a subsequent email --- http://www.cfsan.fda.gov/~dms/cos-hdb1.html Look under " Declaration of Ingredients " --- and my take on it was a little different -- that it requires all ingredients to be listed, regardless of percentage, but that those ingredients under one percent can be listed at the end and don't have to be listed in order of their percentage. If each one was less than the required % they would not need to be listed. Not good, they could be baddies and people could have reactions to these ingredients.
